I think that its trying to do this based on the image name and any other details stored in the image

In PS you can add LOTS of info embedded into the image that as far as I know can not be removed.

It's not like it's an original idea...

I was working on image feature recognition tools in 2006, where you could mark out an area of interest on an image you uploaded, and it would try to find matches for that. (It was looking for OBJECTS in images, not just identical images.)

I doubt I was the first one to ever try this, although my approach to finding points of interest in an image and indexing them may have been a little different...

I was doing it alone, so I didn't have the resources or capital to scale up to a useful web-sized service. Other companies do.

It is flawed for sure, I think they need to refine it because a stupid image of a love doll brought up some innocent minors. Not really fair imo.
