They only exist because they are allowed/permitted to do it.
Any forum or social network can remove trolls and fake nics, but most do not since they contribute to readership. IP's can be banned for one thing, and email address can be knocked out and just good moderation can remove them.

Its not hard nor difficult contrary to what social networking site operators say. The tools are available to them.

What Trolls say whether true or not true is not important. They drive views and there for drive advertiser impressions. Its quite simple.
