Every week I have to email about 75 people something, I need a program that I can upload 75 emails and text and send it.

I do not need a spam send 100,000 emails program this is just for 75 people

Called a mailing list. My provider has something setup so that I can create a broadcast email address and all emails sent to it will relay a copy to everyone on the list. A lot of ISP's will offer something like this in their monthly fee. If not, a shareware software from Download.com should be available for you.
