Sadly its true, my favorite is seeing hosts who wont respond/look at a DMCA notice unless you send it the way they want to send it or in the format they want. Sadly this will get them in a ton of trouble with the law.

Though the most sure fire way to make sure someone gets the notice is via certified mail so you have someone sign for it or if they respond to a email.
