How do I copy something from 1 layer on one image, and paste it on a new separate image?

I had a designer do a really nice starburst effect and I want to copy it and paste it on to my own image.
But when I click on the layer I do shift+click or ctrl+ click and it doesnt select the image on the layer.

so how can I copy it off his .psd and paste it on to mine?

drag the layer from one image to the other...
