You shouldn't have an issue with that budget. Most of the cartoons I've had done were that or less. One was even done in exchange for some banana bread .. so go figure. ;)

There is a guy on here that is REALLY good, I think he normally charges $250. Contact him...
I can't find his username on here, maybe someone remembers. He's the guy that does awesome high quality toons.
