doing gaming business in CR is nothing but a huge headache. Malta gibralter are good. If you have no network the the site is useless.

Don't think there are any gaming licenses in Costa Rica yet they do have many gaming companies there. Options for licensing would be Malta, Gibraltar, UK, France, Italy, Kahnawake, Netherland Antilles, Antigua and maybe a few more.
