He is using my first and last name in his email address (on the domain), and his site even uses the same web host I do. I can't help but think he trying to make people think he is me.

Just get him to use your linkcodes and you're set. If you're smart, you'll contact the programs, alert them to the behaviour, and get them to merge your accounts.
