While we don't use Cpanel, We do you use Directadmin which is much better than Cpanel. I can get you into or close to those specs on A VPS for around $70 wich comes with full management, backups, free site migration or a dedicated server starting at $100 depending on the CPU you want . Both plans come with full 100Mbps unmetered port.

Yes it would, It also would imply many other things a control panel just simply won't or can't do, or that webmasters don't have the time or knowledge to deal with. You should know this, you own a "hosting" company right?
