L.A. City Council: Deny Film Permits to Non-Condom Shoots

Yep, AIDS Healthcare is at it again!

Posted Dec 10th, 2010 06:12 PM by Mark Kernes
LOS ANGELES?In its latest bid to drive adult production companies out of business or out of the state, AIDS Healthcare Foundation (AHF) has managed to get four Los Angeles City Councilmembers to support a motion to deny filming permits to adult companies unless the permits contain special conditions requiring condoms, dental dams, face shields and/or goggles for all sex acts.

"The Los Angeles County Department of Public Health has documented widespread transmission of sexually transmitted diseases associated with the activities of the adult film industry within the City of Los Angeles," begins the motion proposed by Councilmember Bill Rosendahl and seconded by members Ed Reyes, Paul Koretz and Eric Garcetti.

Whole story..

"conditions requiring condoms, dental dams, face shields and/or goggles for all sex acts." Sounds like preparation for paintball war or joust.:1orglaugh:1orglaugh:1orglaugh

L.A. wants to be the new Jerusalem??

NaughtyVisions 12-12-2010 12:24 PM

Since most are filmed inside private residences, is the city going to send a representative to make sure the terms of the permit are carried out? Will a city inspector be on site during filming? Or will they review the finished film? I don't see either happening, but then I'm not in LA, so...

If they only view the finished film, you could always say you "removed the condom in editing." :1orglaugh

How many companies bother with permits anyways?

Can you "green screen" a condom?

I didn't say it was actually possible, I just said to tell the city council that.

I vaguely remember that being mentioned awhile back by those in support of mandating condoms in porn, "can't you just erase them in editing?" I was jokingly referring to that argument, while also using the "fix it in post" mantra of filmmaking. :thumbsup

I would love to see porn with a guy eating a girl out with a dental dam and a girl wearing a faceshield or goggles getting bukaked. Would be hilarious :1orglaugh

Umm....what will happen to the creampie fetish???

Vegas baby... Bring it all here..

Redrob 12-12-2010 04:26 PM

How many people are on the LA City Council? Will passing a resolution to enforce existing laws make any difference? Looks to be more political grandstanding to me.

cherrylula 12-12-2010 04:27 PM

yeah LA just wants to kill the pron industry.

Zorgman 12-12-2010 04:32 PM

If they did make it a law then I guess most companies would go OS.. Not sure where they would go though. Where else is it legal to shoot porn in the world?

Si 12-12-2010 04:36 PM

goggles? what the fuck lol

xenigo 12-12-2010 04:46 PM

Somehow I've gotten by all this time filming without a permit. Maybe you'd need a permit if you're shutting down a street, or some kind of public space... But I've never heard of anyone needing one.

If you've ever rented location from a "legal" studio, you had a permit.

I made the mistake once when applying for my first business license, of filling out "adult entertainment" under the "Business Type" field. They instantly rejected my application, and gave me a whole hell of a lot of bullshit along with it. I went in the next day wearing my fake mustache, dark sunglasses, and Jimmi Hendrix wig, and gave them "photographer" as my business type... They were actually quite pleasant to deal with after that, and I haven't had any problems since...

Anyway, I've learned to keep my mouth shut when it comes to giving people permission to criticize my business...

A year or so ago the Mayor of LA put together a task force to put a stop to filming without permits in LA. Houses were getting busted and I even had to go on set once to negotiate with LAPD on this issue.

Filming without a permit is a misdemeanor in LA and the police can actually enter without a search warrant if they believe a crime is being committed and evidence may be destroyed. They can actually seize and confiscate equipment and tapes/hard drives and hold them in lockup. Usually they dont arrest anyone they just hand out tickets to appear in court later. Unless someone starts mouthing off.

They way they were enforcing it is that they had 5-8 officers that would patrol the known shoot locations (ie., those that had been permitted in the past) and if there was anything happening they would stop and check it out. They knew in advance which locations were permitted for that day so it made it easy. Sometimes they climbed fences other times they were undercover and had a female officer with them and pretended to be dropping them off for the shoot. Without question some body at the shoot location would invite them in and then they just busted the shoot.

I got to go to court on several of these misdemeanor cases. What usually happened was a no-contest plea with no jail time but a suspended sentence for the director and the home owner also got charged. They usually had to agree never to allow shoots at the house again.

But money and interest dried up quickly for this program and I havent heard about a shoot house being busted in a while. However, I can see it started up all over again.

But this time the cops will be asking to look at the footage as well to see if there's a condom in use....

Honestly, what fun is a porn shoot if you can't get gonorrhea in your eye?

Dave, I know you're a seriously busy producer there. How big of a hit will this be to your production schedule?

american pervert 12-12-2010 07:01 PM

all you need to do is shoot at a location that already is permitted and you dont need permits from the city.

directfiesta 12-12-2010 07:13 PM

Germans are already on that ... :1orglaugh:1orglaugh

How many producers are actually getting permits until after they get hit with their first raid?

As i see it now, you need money to enforce these rules and laws. The state is broke and all of these ass clowns that are fucking with AIM and our industry over condoms are just trying to justify their jobs. because if they don't, they will get laid off like the rest of the useless government employees California has already let go.

As of now, im still busy and i rent to just 6 friends of mine in efforts to keep my studio profile low. When i or my friends shoot, doors and gates are locked up tight and nobody answers the doors during the shoots.

My 12 camera video camera surveillance system will be going up this week and i will be ready for what ever the city bullshit comes my way.

A few big studios will get banged, because they all pull permits for there productions. But the small internet gonzo shooters will be underground and fine. At the end of the day, i really think nothing much will happen, because the state needs money to make things happen and they just don't have it.

And have everyone wearing a condom? If you want to shoot scenes with condoms, you wont have an issue.

They are proposing to pull permits or not grant permits to those companies who are not using condoms. You know that right? You need to renew your permits every month and keep it current.

They have a list of addresses with all of the shoot permits. Easy to check them out everyday to see if they are using condoms.

People without permits will be way off the radar. Assuming your neighbors don't complain.

My answer: Lots of talk and no action. Politics as usual, nothing will change.:2 cents:

If they can prove an actor caught a STD during a shoot then the city are doing their job. In protecting workers from unnecessary dangers. Health and safety issue.

However how do you prove a thing like this?

And that's the problem, if the whole of the talent on a movie got infected by working with each other it's pretty clear. If one ends up infected who's to say how they caught it?

pornguy 12-13-2010 07:23 AM

I think that the guys in Cali need to get together and let the politicians know how much money the state stands to lose.. They can not afford to lose much. If you can not shoot there you will not live there and you will move your businesses. So they lose BIG.

Show them numbers of dollars. its the only thing they understand.

How about they also shut down hospitals, dental offices, basically any clinic of any kind - that aren't wearing full hazmat suits and steel gloves to protect from needle pricks - then? A hell of a lot more workers get HIV at those jobs than at porn shoots.

Keep in mind California already drove out big business in the past.

California is pretty genius at driving out serious tax payers and when they left California kept spending as if they never left.

And look where we are now.

I will put any amount of money that; when all of these "pro condom" people jerk off in there private time(and we know all men do), I would bet it is to scenes where condoms are not used.:1orglaugh:1orglaugh:1orglaugh
