L.A. City Council: Deny Film Permits to Non-Condom Shoots

Posted Dec 10th, 2010 06:12 PM by Mark Kernes LOS ANGELES?In its latest bid to drive adult production companies out of business or out of the state, AIDS Healthcare Foundation (AHF) has managed to get four Los Angeles City Councilmembers to support a motion to deny filming permits to adult companies unless the permits contain special conditions requiring condoms, dental dams, face shields and/or goggles for all sex acts. "The Los Angeles County Department of Public Health has documented widespread transmission of sexually transmitted diseases associated with the activities of the adult film industry within the City of Los Angeles," begins the motion proposed by Councilmember Bill Rosendahl and seconded by members Ed Reyes, Paul Koretz and Eric Garcetti. Since most are filmed inside private residences, is the city going to send a representative to make sure the terms of the permit are carried out? Will a city inspector be on site during filming? Or will they review the finished film? I don't see either happening, but then I'm not in LA, so...
If they only view the finished film, you could always say you "removed the condom in editing." :1orglaugh |

Somehow I've gotten by all this time filming without a permit. Maybe you'd need a permit if you're shutting down a street, or some kind of public space... But I've never heard of anyone needing one.

Filming without a permit is a misdemeanor in LA and the police can actually enter without a search warrant if they believe a crime is being committed and evidence may be destroyed. They can actually seize and confiscate equipment and tapes/hard drives and hold them in lockup. Usually they dont arrest anyone they just hand out tickets to appear in court later. Unless someone starts mouthing off. They way they were enforcing it is that they had 5-8 officers that would patrol the known shoot locations (ie., those that had been permitted in the past) and if there was anything happening they would stop and check it out. They knew in advance which locations were permitted for that day so it made it easy. Sometimes they climbed fences other times they were undercover and had a female officer with them and pretended to be dropping them off for the shoot. Without question some body at the shoot location would invite them in and then they just busted the shoot. I got to go to court on several of these misdemeanor cases. What usually happened was a no-contest plea with no jail time but a suspended sentence for the director and the home owner also got charged. They usually had to agree never to allow shoots at the house again. But money and interest dried up quickly for this program and I havent heard about a shoot house being busted in a while. However, I can see it started up all over again. But this time the cops will be asking to look at the footage as well to see if there's a condom in use.... |

all you need to do is shoot at a location that already is permitted and you dont need permits from the city.

They are proposing to pull permits or not grant permits to those companies who are not using condoms. You know that right? You need to renew your permits every month and keep it current. They have a list of addresses with all of the shoot permits. Easy to check them out everyday to see if they are using condoms. People without permits will be way off the radar. However how do you prove a thing like this? And that's the problem, if the whole of the talent on a movie got infected by working with each other it's pretty clear. If one ends up infected who's to say how they caught it? |
I think that the guys in Cali need to get together and let the politicians know how much money the state stands to lose.. They can not afford to lose much. If you can not shoot there you will not live there and you will move your businesses. So they lose BIG.
Show them numbers of dollars. its the only thing they understand. |
