is it true that google is banning websites from their listings for webmasters who purchase links?

1st you have to find out the reason for the ban, fix the issue, then resubmit the site to God for reinclusion.

google are not banning sites for buying links... they are just discounting paid links which they can detect.

You need to check does it realy banned or it's simply dropped from index.

I heard if ur banned one time it can be pretty difficult to get relisted and specially with the rank you had before..
