In July 2001 there is no doubts he was in the American Hospital Dubai and visited by a CIA representative. That CIA rep departed Dubai one day after bin Laden was released from hospital. Odd meeting, considering bin Laden was already on a "wanted list" by the US.

On September 11th 2001 he was being treated at hospital in Pakistan - a hospital under the control of Pakistan Forces, but with close links to the Pentagon.

The US government were well-aware of bin Laden's treatment and on September 12th Colin Powell even instigated proceedings with Pakistan to have Osama arrested and extradited.
