I have someone (Alot of people here know but I aint saying names) that needs a full system written.

Why PHP ? We have been doing ASPX work (Granted its MS) but its a lot easy to when it comes to developing very large complex systems. I dont want to start a flame war but I have developed 100K+ lines software systmes in C#
