Some people say the Beatles definitely had the most impact on pop music, because they essentially "created" the ready-for-radio song form as we know it today.

But, Zeppelin definitely influenced more individual musicians and bands, spawning 30 years of guitar-based rock.

The Who are great as well, Baba o'Riley and PinBall wizard really are amazing songs. They've some great material, but no where near the quantity of quality material as Zeppelin or the Beatles. As for the stones? Never liked them. Jaggers' voice really hurts my ears.

I'd put Pink Floyd in a class by themselves. Pure GENIUS.

But, because so much of what they did was experimental, unprecedented, and pure outta-the-box, it wasn't really "Rock" in the same sense as the above 4 bands.

But wasn't the question simply 'best british band of all time'?

For me that's floyd without a doubt. 'Rock' is a different subject and then why would you have the beatles up against the other 3 were that the case?

Beatles as progenitors of rock in the sense they used the same basic formula = vocalist/guitar (lead or rhythm), bass player, drummer + 1.

PF were principally electronicists/samplers -- way ahead of their time, hence your point and the distinction.
