You have a wheel and you mount a tire on it. You can then cover it with a hub cap. " Rims " used to be a cool word for hub cap
( rim meaning the outer edge of the wheel ) and somewhere down the line " Rims " came to mean wheel but it's still a wheel.

a WHEEL is used for a DRIVING WHEEL mostly.
