The implications of "Declaring War" and talking tough are two very different things.

No doubt he wants to go in. No doubt he hates having to work with the UN. But formally declaring war? I don't think so. Not in an election year.

Iraq is legally allowed to sell several billion dollars worth of oil each year to supply his people with medical supplies, food etc. He chooses to use the money for other puposes. He also sells several billions of dollars worth off oil that is through illegal means and the same applies for the use of that monies. It is not the fault of sanctions that his people suffer.

The idea is to get his own people to turn on him through deprivation (sanctions). And it does work to a degree. When we go in there to wax that ass, the people will be supportive. Just like they were last time. :glugglug

because we use them responsibly, which is we can have a-bombs and they cant. remember the last gulf war when saadam blindly launched scud misiles into Israel? Perfect example of being irresponsible and trying to offset the political balance in the middle east.
