If I understand well it seems that it was supposed to be announced today but have been delayed because of the annoucement of a judge. The proposed act is divided into two sections:

-Title I stipulates ?an operator of a regulated pornographic website shall verify that any user attempting to access their site is 18 years of age or older using software certified for that purpose ? prior to the display of any pornographic material, including free content that may be available prior to the purchase of a subscription or product?(emphasis added).

-Title II attempts to fund enforcement of Title I and various other activities related to children and pornography by imposing a 25 percent tax on gross website receipts. The bill also would amend the Internal Revenue Code of 1986 to include a revenue category called ?Internet Display or Distribution of Pornography.? A ?regulated pornographic website? is defined within the draft bill as ?a person required to maintain documents verifying the age of persons engaged in sexually explicit conduct pursuant to section 2257(a) of title 18, United States Code.?

Seems it will be introduced in the Senate within the next few weeks...

I think it will be more than billing... Thing about it: all free sites, all hosted galleries, all free tours. etc etc I doubt that you can survive long in USA if you are soft and there's hardcore elsewhere in the world.

Well the good thing will be it gets a tax it becomes very legimate .The christian right will kill it.I would just add it on to the cost of a member like sales tax. People get pissed tell them write their congressman.

Waaaaaa waaaaaaaaa waaaaaaaaaaa. It won't pass but not because you think it's extortion. Go to a casino (especially outside Vegas) and ask them how much they pay in taxes. It's the same damn thing. The sad part is, if idiot webmasters would actually try to keep kids away from their sites they couldn't use this as an excuse.

I think it wont pass because it makes us legimate like gambliing in casinos and the extreme right wont let that happen

That's one very good reason. You pointed out another reason about about the Christian right shooting it down for the same reason. You know the greedy government would ease up on giving the industry hell when they saw the money they raked in because of it.

What it basically is is a government sponsored AVS in the works. REason why it won't work on a cartoonist is because we can set up anywhere. No models and camera equipment to lug around. No 2277, no nothing. Just pen and paper and scanner.

I don't know, folks. My fear is that the gov't may view this as different than say, taxing marijuana or illegal drugs, thereby admitting the 'war on drugs is lost' and lets make money off of it. They've always differentiated between these types of things and the sex industry in the past. Corporations are already in bed with porn..........I'm afraid this situation may be different than you are pointing out, and they may feel justified in a draconian 25% tax.

don't be so secure. if you earn money and use a US based biller, they can tax you, even if you only do cartoons as you say. if this legislation passes and goes thru, you are in the same boat as the rest of us.

Um if your sponsos uses American processing where do you think they are goingto tkae the 25% from? THEY aren't going to eat 25% and raising memberhsip 25% is sure way to LOSE memberships. So who does that leave? Um....... affiliates.
