You're joking right? I know of and have worked for a mainstream company that sends out 10 mil double optins a day.
3.1m spams is NOTHING for someone who knows what he is doing.

spammers can send out 3 million emails in less than an hour. ..

While busting spammers is a good thing, I think the gov't wastes way to much time time on it, when the real cyber criminals are lame fucks that write viruses, and you hardly ever hear of them getting busted.
