Look, if he was a "perfectly respectable program" then he would have paid the designers in full and not try to lowball them (IE Tootie). Plus if he is a "perfectly respectable program" he would go back and pay EVERY SINGLE missed re-bill to every single person - just like he cliamed he did (proof has been shown he is not btw).
