Fact... US does actually apply money to worthwhile efforts in the same way many other countries do.

Fact... US also uses money to buy people to achieve their own ends. In a "non US" world, that is bribery.

Finally, the US "tried" to give money to the country I currently live in. This was in return for not supporting the International Criminal Court and excluding US citizens from being subjected to the the court's judgements. This was refused since it was considered that any citizen of any country who committed genecide and crimes against humanity should be subject to prosecution by the ICC.

If the US gave Canada one of the cities for police protection this could free up US resources as well.
