This is probably normal in many parts of the world, it just doesn't get talked about much. When I was doing surveillance work in Sydney, myself and the other surveillance operatives refused to do work in the Middle-East populated suburbs.
It was getting way too dangerous, a few guys had been attacked and one got his car smashed up for being parked in the wrong neighborhood. A Telco guy got shot dead for parking his car in front of a gang house while he was waiting for his co-worker to arrive. It isn't worth the money for the extra stress involved. -

If you go to a catholic church in one part of the city it will be all whites. Go to another and it will be all hispanics. Same thing will all black churches. Safety is our root basic need. By sticking with our "tribes" we find safety, which solves one of our basic needs and thus allows us to focus our energy on other needs higher up the chain. Essentially a least common denominator that we want to solve as easily as possible, which again we do this by sticking with people that are "like" us. No it's not actually. Look at all the "diversity managers," "diversity consultants" and "diversity training" etc. It's a 10,000,000,000 BILLION dollar industry. Why? If diversity is sooooo good why do we need all these consultants to tell us how good it is? Would they have to spend 10 billion to manage something that is good? No they have to spend that because it's an utter mess.
Look how many formal racial grievances are filed each year. Just the federal ones are over 40,000 a year. California dealt with over 10,000 alone, so could you imagine how many are filed across the US at both the state and the federal level?? 250k? 500? A million? Probably. How much does that cost us?
