Rape can happen anywhere and in any culture the diffrence being in the US and other civilized countries when a rapist is caught they are punished. In India they have been turning blind eye to the problem and allowed the problem to fester until it became a norm. the current problem in India is a very nationalist hindu government that gives the hindu majority a feeling of superiority over minorities. And I count women in general as a minority in India - not by numbers but by societal status.

And this development we have everywhere where nationlism is growing - not just in India.
