Not a lot of folks overseas (outside of the US) have access to credit cards. You may want to consider alternative billing methods like direct debit and phone/sms which can definitely process sales where scat is legal.:2 cents:

Processors are bound by the VISA/MC guidelines regardless of the merchant bank doing the processing. Scat, beasts, CP, etc. are deemed a no-no.
