The maximum height of that ladder is 28 feet. They could in theory use it to go up enough to throw over a rope ladder and then anchor it to the ground. But that would mean they have to carry a big heavy ladder through the wilderness. And going up over the wall would be dangerous. I can see many people falling. Hopefully in those cases US border patrol can just toss the body back over into mexico so we don't have to pay for disposal here.
