Oh, no! Mine is down also. All I get is the "Offline" balloon and the program will not allow me to change to "Available". This is fucked up for sure.

crashed twice on me and went offline when I finally got it back up.
Rebooted and now its up but most my contacts are offline.

It's a few compared to the total userbase, yes... You tend to use different meanings for words once you reach a certain amount of popularity.

Kill all skype processes and restart, that seems to help. I'm on but only a couple people in my list are signed in.

There is a decent size sample here considering its GFY and I have seen 1-2 people saying they have no or few problems.
So out of the people reading and posting on GFY you have 10 people saying there is a problem and 1-2 saying none to a few problems.
From that I draw the conclusion its a major problem when 80+% of the people I talk to about this says they have a problem.
I know its a small sample but we are not talking a +-10/20% here, we talk 60-90% in favor of problems so I tend to favor the side saying Skype have serious issues right now.
