Unless this went down at the special olympics then he should've been able to see her. It's something called peripheral vision, most people with normal vision have it. He had to have seen her coming. looking down or not.
He was probably more concerned about getting the win than getting hurt or hurting someone else.

To be honest it does look like he does see her and for some reason runs her over anyways.. BUT

Knowing sprint runners , i know they do look down and are not focusing on in front of them, so its possible he doesn't see her until the last moment. OR he see's her but hopes she will run out of the way, OR there are strict rules in track and field and if he was qualifying and had used up his first trials and was on his last attempt he might have thought he would be DQ'ed if he didn't finish ( even if it was her fault because those are the rules )
