We are creating an adult escort directory and webcams website and we need to run adverts to get people to look at our escort profiles, we need guys to sign up and hopefully ladies. (two different strategies)

we want to target UK keywords/traffic first and maybe Dubai at the same time.

We need targeted traffic that will convert, which is tough, obviously.

Better make sure your URL isn't blocked in Dubai, because they block adult related websites regularly.
