WWII was a vastly different time. Most people do not stop and give it much thought, but the reality of it is during WWII there was a lot less value on human life than society has today.
If a city in Japan or Germany built tank shells, and the civilian population worked at the plant (even if they were forced) it was considered a valid target. If thousands of innocent people died in a air raid that destroyed a factory making ball bearings or synthetic oil, it was perfectly acceptable.
