Seems for now the focus will be unified weapon systems and training and making it easier to to move the military around Europe. I suspect they will also push heavy on building up their own Euro arms manufacturers.
This is pretty much everything Putin was trying to avoid. Russia over did their propaganda war and their interference in other countries now they will soon pay the piper with unified Euro armies at their boarders.

Great, bring back our troops, reduce military expenses abroad, apply it to defending our own country, further education and better technology.
Our military costs exceed $150bn a year for 800 plus bases in 160 countries overseas, personnel and equipment. Granted, the EU cost isn't all of that number alone, but a large portion. That could provide secondary education for US citizens along with many other important issues facing the country today.
It's nice to support the overall mission of "good will and democracy" but at what cost?Comment

If there would have been an EU army already, we would have been in war with Russia now regarding the Ukrain. Baalen, Timmermans, Verhofstadt, and Juncker with an EU army = the new Napoleons that want to go to war.

The EU's wish is a united states of Europe, with a central government controlling all those totally different people, cultures, economies, etc.
They always denied this to us, the people, but do it anyway. That fact alone tells you the EU is a dictatorship without a doubt. No matter what you think of their plan - they keep lying to us simple citizens while ignoring our voice and go on with their own plan. We are the cattle they're trying to divide with the war -> mass immigration vicious cycle.
Let the people you bomb come in without limits. The plan to destroy societies and nations, and to build the 4th reich on the ashes. Hail EU!

Anything that reduces the US military forces deployed overseas, and our expenditure on military, is a good thing. Our funding of NATO has been insanely high for far too long, and should have been cut as soon as Europe recovered from WWII by the 1960s.
Personally, I think that this is just a move from the EU Parliament, (an unelected body comprised mostly of people who were appointed from countries in which they couldn't get themselves voted in...), in order to try to hold on to, and increase, its power over the member states, but that is a problem for the Europeans to try to deal with.
