              Someone posted that BIN price was met twice and the seller was allowed to keep raising the BIN. That seems odd.

                              Chances are that the BIN was private, the auction was an option auction. Basically the seller can tell people what his BIN is and then he can move it up behind the scenes. Then once he has a final BIN and a deal with a buyer he can then add a BIN to the actual auction and the buyer is able to make the purchase.
