Actually, we were ALL wrong about the cause of the problem and it took me half the night to figure it out! Nothing wrong with the card, nothing wrong with the amount, nothing wrong with any of the info provided to Paypal to attempt to pay.

It's the country in which the guy is located........................maybe.............

Fooled all of us, Paypal did but thanks to those who offered possible solutions.

It's not that one. The link which I am being sent is directing to a page which asks me to log in or create a Paypal account and is giving no option to pay by CC. PP virtual help says this happens sometimes and to try later or use another card!

Did both and still get the same thing, so my guy is going to check with Live Help and get back to me. This is weird even for Paypal.

I can feel your pain about this. I've had it happen to me twice now. I have had someone try to send me a Pay Pal and he just paid his employees with a credit card, but then when he went to pay me, it wouldn't let him which was really odd. He was all paranoid because he thought I was having problems or doing something no good. All the while I was getting in Pay Pals from other people and when I called, they said my account was perfectly fine and they said that they'll never stop a transfer if the funds are available.

What I had to do in the other case was have someone send the funds to another person, than that person sent them to me, I have no idea how to explain that one.

The only time in 10 years with PP that I had a sending payments issue was a few months back & that involved a temporary block on Indian receiving accounts (which is the country all my coders/programmers come from). I dunno why PP decided to do this but they did send out emails about the issue and a few weeks later it was back to normal.

Yeah, it's a Visa credit card with a very high limit which works for everything but Paypal. I think PP is now blocking the transaction because we have tried so many times. Phone support says they're not but they have refused two more cards on this single transaction, so we are going another route. This is the last time that I am dealing with Paypal.

You are probably over your limit that is allowed with PayPal with only a CC and not having a bank account setup. Ours is $5k/month, if we reach that with the AMEX, we can't spend anymore unless we hook up a bank account to it. Otherwise, wait until the first of the month and money is freed back up.

the problem you're having is probably due to your email address already being linked to a paypal account. Have the guy send you the request to another email addy, that may solve the problem.

I wish it was that simple. The email address was created specifically for this transaction and is linked to nothing. Good idea you had though as if it were that way, that would sure do it!

Might be but PP won't say. The transaction I'm trying to pay is less than $300 and there have been no other transactions of any kind. PP approvedand verified the card to set up a new PP account after PP required me to do so but now will not allow the card to be used to pay the invoice. Makes no sense to me at all.

Chcek it out, Slick! Did exactly what you suggested:

(1) Had Party B send a money request to a brand-new email account.

(2) Using EXACTLY the same credit card, The Big Green Weenie ACCEPTED the payment. Go figure.

(3) Within minutes of the completed transaction showing up in Party B's PP account, Party B sent the money to the much-abused Party A, who now has his money in HIS PP account!

In future, I will be using Paxum, Google Checkout, wires and my own Merchant Account to receive money and Paxum, wires and checks for payouts.

I will send through The Big Green Weenie ONLY as a last resort and then ONLY with an additional fee attached for the headaches!

I used only cc's and then removed a couple that were no longer used and my available sending limit dropped like a rock. Kept telling me to validate account with a bank and I would have no limit.

So I did...

Now when I want to pay with my card associated with my bank (the debit/credit card) it won't let me (just not an option... greyed out, I need to validate that card with another card), only by etransfer via my bank that I used to verify my account to remove sending limit and can take up to 3 days.
