Black Ops is made by Treyarch, Not IW, a different development company/team of Activision more suited to PC dev.
The ranked servers are very tight sealed. As a ranked server admin, You will have ability to ban kick remove and basic options of control but that is about it.. Its 18 players per ranked server
Unranked servers have more control, up to 24 players, you'll be able to run your own game types here, such as shotguns only or snipers only... I doubt mods are possible since its a closed server software setup.. They really are restructing this stuff, its one of their ways to deal with the cheaters that are ruining online play..
If you are on PC be sure to check out Nobotters Faction (Nobotters.com - An anticheat gaming community that is starting up.. They have 25 Black Ops Servers already pre-ordered. But don't bother if you are a cheater...
Its a identity service they run to keep the lamers out.
See ya on the 9th, its the only PC title to care about in 2010. If it fails, the pc industry is doomed.

But... they did make COD1 and that game was just revolutionary....

Sounds promising... I stopped playing video games heavily (probably a good thing?) due to cheating and I don't really care about mods...
Then again - people were able to cheat relatively easily on IWNet so I'd be surprised if they were really able to cut cheating out completely.
