Bill Waggoner scammed NO ONE! This complainer is a Fruit-Loop de Luxe who sent Bill what are obviously HARVESTED lists, telling him that those lists were CAN-SPAM compliant, which of course, they were not. He sent a sample of the lists to me and it was very apparent that the lists were harvested using one harvester or the next and he tried to tell me that because there were IPs connected with each address that the lists were opt-in.
