But if you ask me, this is a glitch in the ATM network or something.
He went offline thanks to his GF, i wanted to ask for a screen shot, but I was so happy for him cause tomorrow he should have paid a few bills.

If 99% can not do a transaction, and he did ( and analhobbit ) then it should be a glitch. I cant drive to a ATM its 60 miles from here, and my wife is pregnant, 6 weeks to go, cant leave the house now, its 2:49 AM

Yes they do in 2 occasions.

In plains offline transactions and when a atm is in network problem mode.

In this mode banks have a agreement that they provide partnered cards a limited payouts even when they can't verify.

and tomorrow I will be in France and think I know a loop whole there to.
