Government loses due to lost taxes, potential for institutional corruption, money wasted on prohibition enforcement could go to other services or back to the people through tax cuts
People lose due to dangerous product for those addicted/those who choose to use, prison time, crime that prohibition generates
Producing countries lose because the high price creates drug lords with private armies and extensive corruption of local government institutions

Medicinal marijuana can have use as a painkiller. Also, some people say "I don't do drugs - just weed. Weed is not drugs." Weed is not hard drugs. Weed can cause short term memory loss. While I appreciate your conversion to sanity I find it somewhat similar to the crook in jail that finds God. You made your living off the backs of the millions of our sons and daughters who were arrested, jailed, fined and forced into drug rehab and now you say you see the light? You almost sound disappointed that busting down our doors using military style tactics just wasn't effective enough to slow our use! Alcohol prohibition ended, and organized crime moved on to something else. When drug prohibition ends, organized crime will move on to something else, hopefull something less destructive.
