Adobe Premiere mixed with http://www.borisfx.com/ can do some amazing things...

Or if your looking for something quick and easy - check out this dos based program - http://mpgcut.sourceforge.net/ - it splits files into the number of parts you select or time frame - creates cleaner cuts compared to other advanced window editing programs ive used & doesnt reencode to create an output...

I started using Windows Media Encoder with Media 7 compression, check out the quality of the stream on the page below. I know it also has a Mpeg4 codec in the free encoder.

I'll have a comparisons page up soon.

Vegas 3.0 will edit all those wmv, mpg and others.
