Unfortunately the authorities or any other organizations aren't going to touch him. You have to do a lot worse than that to make them act. If he was starving it, or it suffered broken legs from the fall then they might be able to do something.

Same thing with child abuse or endangerment. You have to really fuck up before they will act on anything. Sad but true.
