Graphis is famous softcore brand in Japan. Japanese call this niche "Gravure".
I have personally contacted Graphis to ask about photo licensing. They responded they shoot their own content and don't license photos to any other else.
They even have no idea what is 2257, just said "photos are not for export."

Also they said they are already sick and tired of chinese and american content theives. so they've changed watermark since 2007, which is bigger.

Looks like they can't do much about those theives.

But major AV studios(Japan based, censored by Japanese law) like S1, SOD, Moodyz, Prestige never license their content.

makes sense but if I was graphis, and saw all these content jacking wouldn't lawyers getting involved make more sense ? I mean piracy by users is a given but paysites profiting off the content is far more worse. Japanese laws do not cover pornography because it's "private business" ? Same reason why the piracy lawsuit by Japanese/American studios failed in South Korea as well because pornography is "illegal" there, so uploading and selling foreign produced pornographic content doesn't receive the same protection....hence no case to be made by foreign studios.

Would these paysites that are jacking censored content, hentai (these are also probably unlicensed right?) fall under DMCA safe harbour, if they created a little upload form ?

This is the original source that idolbucks and many others have an eye on. They just crop the watermark at original pictures then make their own FHGs and members content.

You don't want the Japanese stuff on your USA servers unless you have the 2275 documentation. Giving some fake address in Tokyo for 2257 records probably isn't going to do you much good with an underage model doing hardcore. Shows a lack of due diligence on your part at least; and, possibly, RICO and CP charges at worst for you and your affiliates. Just my opinion.....
