The people up in arms about this law act as if police stopping people based on their race doesn't yet happen. You do realize there are a lot of people from Mexico that are not brown skinned? The dark skinned Mexicans that you see in the States are a mix of Mexican and Indian. I have friends from Mexico City that have have natural blonde hair, blues eyes, and pale skin. They laugh when people call this law racist and all Mexicans dark.
