Probably. The Thais never seem to get arrested for doing this. Mostly because the cops know they can get more money from foreigners.

I'm off to Japan in the morning anyway (planned). With these last two busts + all the protests and shit in Bangkok, it's a good time to exit for a while. Thailand is literally on the brink of civil war and I'm not trying to be caught in the middle of it.
