This is a more like communism. Communist government is the pimp that takes all the money, assigns his stable to the areas he needs them to work and gives them the jobs he wants them to do. In return he offers them shelter, clothing, food, and protection.
Socialism is more like a protection racket. Say you're a shop keeper on a protected block (your country) and you pay protection fees to a crime syndicate (the government). The mafia doesn't take all your money, you just pay dues - flip side is the mafia isn't paying all your bills either. For your dues the mafia offers you protection- they keep riff raff away, make sure you don't get robbed and no one fucks with your shit and if the case arises where you do get robbed, they try and get your shit back.
