Call them to do what? We have plan to get out of Iraq. The number of US troops in Iraq gets smaller every day. As far as Afghanistan. Well the Taliban allowed Al Qaeda to flourish. actually - and unfortunately - in many cases the answer is "yes"

not the highest Nazis of course, but many high ranked NSDAP members got back into their old jobs shortly after. with the approval of the allieds because without them they could not have run the country

thats why you will never achieve peace in afghanistan without including the taliban either
