You can, there are tons of timelapse videos on youtube. Basically, you just paint as you would with paint, but using digital tools and different blending modes. But with the ability to paint non destructively, so it's easier ;)

Check out Jason Beam he has done some awesome digital artwork with celebrity models.

I was very happy with my toon from Don.

The first time I talked to him he 'grasped' the concept and delivered exactly, what I had envisioned.
