It's also believable that none of these Ninja/Engineers blew the whistle on the whole thing over the guilt of killing thousands of Americans. It's highly probably this plan could executed to perfection by an evil, sneaky regime that wasn't smart enough to hide some old WMDs in the Iraqi desert to justify a war.
