I am looking for:

- credit card billing for contentshop (Visa & Mastercard - right now we also do Amex)

- no monthly minimum (attention: even if B2B it still is considered high risk downloadable content - don't ask me why)

- fee not higher than 10%

- maximum transaction volume per credit card transaction $1500 (i am NOT interested in $99 or $299 limits or fixed price points). But we do have a totally clean history of 4 years.

- must accept offshore company (Panama, BVI or anything the like)

for running a paysite? for sure

this is a different situation and for dealing with CCBill in this case I would have to be incorporated in the US or EU

Sounds like you need a merchant account rather than a billing company. Might want to hit up netbilling they might be able to refer someone to you.

a merchant account for what i need requires a monthly minimum of $50,000 - and even if i would really like to: we don't sell that much non-exclusive content each month ;)

In CZ you can sign a contract between your CZ company and the offshore one to be just an intermediate between them and the billing company of your choice. This way the contract with billing company is signed by CZ company and they have no idea who's behind this.
And yes, this is absolutely legal.

P.S.: We run an accounting company and can set up everything for you in terms of taxes and papers.

If outside of the US, $20k per month. If you are inside the US, there is no minimum.
