Hold on. Does or does not the majority of Africa have problem after problem? From one country to another, starvation, drought, genocide, extreme numbers of HIV, extreme poverty, war, government coups, extreme corruption, natural disasters and so on. The list is endless and it happens in Africa more than any place on earth. Then there is Haiti, which is essentially little Africa with more or less some of the same problems Africa faces.

The first thing comes to mind about a NATURAL disaster is drought. That is been the #1 natural issue there. The rest have been man made.

I'm not sure where HIV/AIDS falls into that. Man spreads it but it came from nature.

Now that I think about it, Hunger (famine) is considered a natural disaster. So are epidemics such as Ebola.

I think China may have the most natural disasters of any pace on earth though. Russia can't be far behind, along with India and Bangladesh, They all bounce back real fast though.

Maybe that is it, Africans just can't help themselves (be it corruption or lack of know-how) to rebuild properly or plan for the next disaster. The world does not RUN to help China because they can take care of themselves. Haiti, Africa, New Orleans... blacks are simply unable to take care of themselves. They also stay in stupid places.
