Yes there's a fuckload of idiot there, but spend a week and try working with a few of them until you find one who puts out and knows his shity. For $400a month you should get a couple decent guys biting. Some are decent coders and designers even.
Just do yourself a favor, save yourself the headaches and don't hire an Indian though, get yourself a good Filipino, they seem to have a little more work ethic and definitely have better english. In general at least. Unless your ego gets a good stroking from having your workers call you sir constantly, then go with the Indian.Comment

My numero uno goto Filipino calls me "boss j", which I don't mind, I actually get a kick out of it. He just started calling me that one day, and I laughed to myself, he's been using it ever since he started doing projects for me. Never got the "sir" treatment from a Filipino worker myself. When I started off outsourcing stuff I figured India was the route to go. Those guys use "sir" like a period to end their sentences I swear. Aside from that I find so much more gets lost in translation working with Indians as opposed to Filipinos. Of course this doesn't apply to every single outsourced worker on the internet, but in general I found this to be pretty consistent in my hiring out for jobs. If I want the job done the way i want it done, I usually have an easier time communicating my ideas clearly to a Filipino. I find their conversational English to be very good overall, and this goes miles when it comes to getting shit done properly. I can't praise that point enough.

if you want gullible and funny one, go for indians. i have 3 in past, they all do what i request and they even show me their wife/girlfriends black tits. they are "yes sir" "right sire" "okay sir", and i like that way very much, but the thing i don't like about them is that they do the 1 hour task for like 10 hours, and they are very lazy, i have to wake them up on nap on their keyboard. and work done are terrible, i have him redo for like 10 times
but well, they are gullible and funny, thats why i like them very much.
i only have a pilipino guy once, he's money show me first before i work type worker.Comment

Well all I can say is good luck.
I had a chance to work with about five Phillipino guys in total and only one of them was able to provide their work according to the written and confirmed requirements, and with the necessary skills.
The biggest pain was total disorganization in labeling / administration and a total inability to check their own work before uploading / sending for a review, up to the point that i wondered if it's not done on purpose,
That brought major delays and lots of hassle (the time on top of the original pre-agreed schedule due to not respecting the assignment was not paid).
Unfortunately they claim my reliable contact quit doing offshore work, so I can't give a reference.

What exactly do you need done? Remember it will cost your worker $100 a month in Electric, $20 a month for internet and about $10 a month in bank charges to get the money (more if you pay him twice a month).
They are better off with project work at that rate.
What tasks to you need done? I can supply workers at $400 a month (non-programmer), but I want you to take ten workers at that price, not one.Comment

Actually he doesn't anymore but the company is still around although it will cost more than $400 a month depending on what you have them doing. The good thing about going through an outsourcing company is that they screen, manage and give the worker the tools to do the work you need them to do. They make sure they don't fall asleep on their computers and that they show up on time etc.
If you hire someone directly it's more tricky as you really won't know how much actual work they are putting into things, again it all depends on what you have them do. If it's your first time outsourcing I would try an outsourcing company like offshoring.com first and see how you like it. You take too many chances going directly unless the person is highly recommended by someone that's worked with them in the past.
