As far as I know true idiots don't realize that and most of them think highly of themselves...
So if a person knows and admits that he's constantly being an idiot - is there a hope he can change / become normal someday?

I would have to disagree. I think we all have some lunacy in us, if we dont we get stuck in a ruck of working & being very sensable.

idiot is actually a reference to specific IQ scores, just as genius an gifted are at the other end of the scale. a person can't do a great deal to raise their IQ, but I believe your question really isn't about IQ, but rather being weird or making poor decisions.
and yes, most behaviors that a person realizes they have, and don't want to have anymore can be modified.
I would say study the behavior that you want to change. give it thought in the mornings and evenings. review in your mind if you said and did the things you wanted to or how you could do it differently if you could do it over again.
study what other people do or say that you think is better. trying to be an exact copy of someone doesn't work, but you can certainly change to what you'd like to be within reason.
thought, study, and practice is all. oh, and no excuses, like "I'm an idiot, so it's ok for me to get away doing dumb stuff".
