              u can use something like ffmpeg to create animated gif's and/or flv's from video clips.

              Go buy some content , have someone build a simple script to create animated gifs from them

                  Buying the content isn't tough...but where can I buy live cam feed style content like that? Do any of you content guys have any amateur stuff that'll work for this?

                                                  I can make these for you. You provide the content.
                                                  Content should be video, not stills. End result would be a piece of full-motion Flash (or many pieces), that you can embed wherever you want. Flash video would look much better than choppy animated gifs. Audio is optional.
