I would not consider her busty either. The average cup size in the US is a C cup, she appears to be around a C cup, therefore she's got average sized breasts and wouldn't be busty. Busty would be a large D cup or bigger.

Mind you, you'll see idiots passing off A cups as busty.

Busty is not normally a term used when you are talking about the Naked form or trying to Niche them..

A girl with smaller tits can LOOK busty depending on the bra and shirt she is wearing.

Busty is also a VERY broad term.
